Job Summary This position requires a customer service-oriented Librarian to perform administrative, management, and professional work in the management, planning, organizing and supervision of the activities of the Butt-Holdsworth Memorial Library.
Principal Duties and Responsibilities This information is intended to be descriptive of the principle duties and responsibilities of the position. The following examples do not identify all duties performed by any single incumbent.
- Performs collection development by monitoring and evaluating acquisitions and withdraws using the CREW Method.
- Provides services by creating new service deliveries and designs, analyzing and evaluating policies and procedures, preparing revisions for better services and providing assistance for the public.
- Maintains automated systems by reviewing and evaluating products and information, training staff for use, troubleshooting malfunctions, seeking alternative funding sources, and complying with grant specifications.
- Maintains professional contact with state, regional and national agencies and associations.
- Ensures the organization's compliance with accreditation and status in regional and state library structure.
- Prepares and distributes agendas for Library Advisory Board, records monthly activity reports for supervisor, and prepares Texas State Library Annual Reports in an accurate and timely manner.
- Makes presentations at various functions and meetings such as City Council meetings, County Commissioner meetings, Library Advisory Board meetings, and other public forums as required in a professional manner.
- Recommends, assigns and directs the supervision and training of library employees and volunteers to ensure the most efficient use of the their time by observing and evaluating employees according to their position description and library users comments and works with employees to correct deficiencies.
- Manages and participates in the development and administration of the department budget; estimates funds needed for staffing, equipment, materials, supplies and projects; directs the monitoring and approval of expenditures; directs the preparation and implementation of budgetary adjustments as necessary.
- Responds to and resolves sensitive inquiries, concerns and complaints from both internal and external sources.
- Prepares and approves agenda bills; attends City Council and assigned board meetings and takes necessary action regarding agenda items as well as providing staff support to such assigned boards.
- Promotes library services in the community to expand interest and increase contributions through good public relations with individuals, organizations and other librarians by answering correspondence, writing newspaper articles, giving talks, conducting tours, attending meetings and assisting library users and other librarians.
- Stays abreast of new trends and innovations in the field of library operations.
- Performs other duties as may be assigned.
Required Knowledge, Skills and Abilities - General library practices and procedures; cataloging, reference, research, and bibliographic tools and techniques;
- Ability to present budgetary and financial information in an organized and understandable manner; read and understand account statements;
- Monitor financial accounts, identify expenditure patterns and take or recommend corrective action.
- Develop clear and appropriate objectives, plans and procedures in response to program directives and to use information to evaluate alternatives and select the most appropriate decision; to keep activities organized and operating efficiently.
- Understand and be sensitive to the needs of individuals; interact with others in ways, which strengthen and build good associations; supervise professional, paraprofessional, clerical and volunteer staff.
- Write effectively in a clear, readable manner with appropriate style; format, organization and grammar; speak and listen effectively in one-on-one and group situations.
- Presents a positive public image of the library at all times.
- Ability to maintain regular and predictable attendance.
Education, Certification and Experiences - Masters of Library Science degree, plus at least four years of experience in a public service oriented library operation, including at least two years of supervisory experience;
- Prior experience with Apollo Biblionix ILS is preferred.
- Possession of a valid Texas Class C Driver's License.

- Longevity: With budget approval, employees earn $4.00 per month for each complete full month of continuous service. The employee must complete one full year of employment to be eligible. Maximum benefit is $1,200 annually.
- Voluntary Life Insurance: The employee may elect up to five times their base annual salary with a maximum of $250,000. Coverage for spouse and dependent children is also available for purchase. Terms apply.
- Voluntary AD&D: The employee may elect up to ten times their base annual salary with a maximum of $500,000. Terms apply.
- Voluntary Short-Term Disability: The employee may elect up to 60% of their base weekly salary with a maximum weekly benefit of $1,000. Terms apply.
- Texas Municipal Retirement System (TMRS): This mandatory retirement plan requires each employee to contribute 7% of their gross salary to the plan and the City matches contributions 2 to 1. An employee becomes eligible to retire with 20 years of service or with five years of service at a minimum of age 60.
- Optional Deferred Compensation: The employee may contribute to a 457 plan through Mission Square Retirement.
- Social Security: Current rate is 6.2% for both employee and employer
- Medicare: Current rate is 1.45% for both employee and employer.
- Vacation - 12 days annually during first five years of employment (accrued monthly)
- Sick Leave - 12 days per calendar year (accrued monthly)
- Holidays - 12 holidays plus two floating day
